A BOC-3 is a federal filing that designates a process agent — a person or company authorized to receive legal documents on your behalf — in every state where you operate. The FMCSA requires it before it will grant motor-carrier, broker, or freight-forwarder operating authority. In practice a blanket process-agent company files it electronically with FMCSA for you; it is a one-time filing that stays on record as long as you keep the agent.
How the BOC-3 works

A process agent is who legal papers, such as a lawsuit, get served to in a given state. The BOC-3 puts an agent on file for you in every state, so you can be reached anywhere you operate.
Choose a process-agent company
Carriers almost always use a blanket process-agent company that already has agents in all states. Only that company can file the BOC-3 for you electronically with FMCSA.
File before authority activates
The BOC-3 must be on file before FMCSA grants your operating authority. A missing BOC-3 is one of the most common reasons new authority stalls.
Keep it active
The filing stays valid as long as you keep your process agent. If you switch agents, a new BOC-3 is filed to replace the old one.
